ECONOMIC DEVELOPMENT COMMISSION                                    REGULAR MEETING
MADDEN ROOM                                                         WEDNESDAY, July 23, 2014
SOUTH WINDSOR TOWN HALL                                                          TIME: 7:30 P.M.


PRESENT: Vice Chairperson Susan Burnham, William Jodice, Linda Jeski, Wayne Kilburn, Dwight Johnson, Mark Lillis, Edwina Futtner, Joseph Kennedy, James Murray, Alternate John Mitchell (sat for Louise Neary),

ABSENT: Chairperson Louise Neary, Alternate Mohammad Quraishi and Alternate Paul Burnham


 1.    Call Meeting to Order: Vice Chairperson S. Burnham called the meeting to order at 7:30p.m.

  • Roll Call: The above-mentioned members were introduced.
  • Public Participation: None.
  • Approval of Minutes
Minutes from Regular Meeting on 6/25/2014:
A motion was made by Commissioner Jeski and seconded by Commissioner Kilburn and was approved by majority. Motion passed. Vice Chairperson S. Burnham, Commissioners Futtner and Mitchell all abstained.
        
 5.    Old Business: None.

 6.    Committee Report

Report from Louise Neary and Sue Burnham - Discover South Windsor: Vice Chairperson Burnham reported that the group did not meet in July but are scheduled to meet in August.

  7.    Communications and Remarks

Report from Louise Neary, Chairperson: Vice Chairperson S. Burnham shared several recent newspaper articles with the commission:

  • The CT Studios developer plans to revert to the original plan by DCK North America which includes a hotel, the studios and fuel cells. Installation of infrastructure from Ellington Road will require costly permits from the State and may cause delays.
  • Pier One Imports will be moving to Evergreen Walk from Manchester near L.L. Bean.
  • PlaniMetrics presented to Town Council on a plan to define a new zone for the center of South Windsor to create a village concept. The next step is to bring it to P&Z in August. Commissioner Mitchell’s concerns are with the safety of pedestrian traffic crossing streets and vehicular traffic accessing smaller side streets. Plans include outdoor dining, high density housing etc… The P&Z meeting is scheduled for August 19.  
  • Daniel Dzen, a 20 yr. old S. Windsor resident has begun a new business growing popcorn-Podunk Popcorn.
  • An environmental services company focused on selling equipment is obtaining approval to sell marijuana production equipment in Connecticut.  
  • Resident Justin Calabrese is recreating the former Caldor Discount store online.  
  8.    New Business:
  • Commissioner Lillis asked if the Hooker Brewery in Bloomfield that is moving next to the proposed Hartford baseball stadium had been considering Windsor or South Windsor at one time. There was no consensus.
  • All-Phase Electric’s application passed ZBA and they will be going before P&Z.
  • Commissioner Lillis asked if banners advertising events in town center are no longer permitted. He knows of a group that asked about hanging a banner, and they were told the town was no longer doing that.
  • Vice Chairperson S. Burnham encourages members to go to the summer concerts at nook behind L.L. Bean.
        
 9.    General Discussion: None.

10.     Adjournment: A motion was made by Commissioner Futtner and seconded by Commissioner Kilburn to adjourn at 8:10p.m. and was unanimously approved. Motion passed.
